Arizona Parking Lot Signage Requirements: A Complete Guide

Proper signage is the legal foundation of any private property parking enforcement program in Arizona. Without compliant signs, your towing enforcement is invalid, and towed vehicles could be returned to their owners at your expense. This guide covers every signage requirement under Arizona law and best practices for ensuring your property stays compliant.

ARS 28-3511: The Foundation of Towing Signage Law

Arizona Revised Statutes section 28-3511 is the primary law governing private property towing in the state. It establishes that a property owner may have an unauthorized vehicle removed from their property, but only if specific signage requirements are met. If your signs do not comply with this statute, any tow you authorize could be challenged and reversed.

The statute requires that signs be posted before any towing enforcement can take place. Signs must be in place at the time of the violation — you cannot tow a vehicle and then put up signs after the fact.

What Your Signs Must Include

Under ARS 28-3511, every towing enforcement sign on your property must include the following information:

  • Towing company name: The full legal name of the towing company authorized to enforce the property
  • Towing company phone number: A number the vehicle owner can call to locate their vehicle
  • Impound lot address: The location where towed vehicles are stored
  • “Tow-Away Zone” language: Clear indication that unauthorized vehicles will be towed
  • Hours of enforcement: If enforcement is limited to certain hours, the sign must specify them

Where Signs Must Be Placed

Sign placement is just as important as sign content. Arizona law requires signs at specific locations:

  • Every vehicle entrance: A sign must be visible at every point where a vehicle can enter the property
  • Throughout the property: Additional signs throughout larger properties to ensure visibility from any parking area
  • At eye level: Signs should be mounted at a height that is easily readable by drivers — typically 4 to 6 feet from the ground
  • Unobstructed: Signs must not be hidden by landscaping, other signs, or structures

Size, Visibility, and Material Requirements

While ARS 28-3511 does not specify exact minimum dimensions, best practice and local ordinance standards generally require:

  • Minimum sign size of 12″ x 18″ (many properties use 18″ x 24″ for better visibility)
  • Reflective material or adequate lighting for nighttime visibility
  • Weather-resistant materials (aluminum or heavy-gauge plastic — essential in Arizona's intense sun)
  • High-contrast text (typically red or black text on white background)
  • Lettering large enough to be read from a vehicle at the entrance point

Additional Signage: Fire Lanes and Handicap Spaces

Beyond general towing enforcement signs, your property may need additional signage for specific areas:

Fire lane signs must comply with local fire codes and typically require red curb markings with “NO PARKING — FIRE LANE” stenciled in white, plus upright signs at regular intervals. See our detailed article on fire lane enforcement requirements.

ADA accessible parking signs must display the international symbol of accessibility, be mounted at least 60 inches high, and include applicable fine amounts. Van-accessible spaces need an additional “Van Accessible” designation. Read our complete guide on ADA parking enforcement on private property.

What Happens If Your Signs Are Non-Compliant?

If your property's towing signs do not meet ARS 28-3511 requirements, the consequences can be significant:

  • Towed vehicles may need to be returned free of charge
  • The property owner may be liable for towing and storage fees
  • Vehicle owners may sue for wrongful towing
  • Your entire enforcement program is legally unenforceable until signs are corrected
